This updated guidance (PDF, 53 pages) provides information to help states, school districts, and local liaisons implement the Education for Homeless Children and Youths program under the McKinney-Vento Homeless Assistance Act. The guidance addresses school stability, enrollment, transportation, collaboration, and allowable uses of funds, including short-term, temporary emergency housing in limited circumstances. This Dear Colleague Letter (PDF, 3 pages) from the U.S. Department of Education clarifies how McKinney-Vento Education for Homeless Children and Youth (EHCY) funds may be used to support children, youth, and families experiencing homelessness. The letter explains that, in limited circumstances, EHCY funds may be used for short-term, temporary emergency housing, such as hotel or motel stays, when reasonable and necessary to support school attendance and used as a last resort.
