Description

The National Historical Publications and Records Commission seeks applications involving collaborative teams of archivists and other practitioners to address archival capacity building and 2 related challenges in the processing, long-term preservation, discovery, access, and research use of archival collections at Historically Black Colleges and Universities (HBCUs). The Commission seeks applications from collaborative teams involving HBCU-based repositories, libraries, research centers, and/or other archival or community-based archival entities serving to build capacity at HBCUs, working together to advance the capacity and effectiveness of HBCU archives to care for their collections and make them discoverable and accessible to the public and to the broader field of researchers, students, and teachers. The collaborative teams should demonstrate a commitment to building meaningful, mutually-beneficial and respectful collaborations by promoting resource sharing and capacity building at all levels. Collaborative teams also must demonstrate commitment to institutional advancement and capacity-building for small and underserved HBCU archives and repositories, especially those organizations with missions to serve a collective of HBCUs; strengthen the archival ecosystem that supports HBCU collections and history; and/or service similar organizations that preserve collections that document African American or other marginalized histories. Prospective applicants to the Capacity Building for HBCU Archives program may: ? share affinities among the scope and subject matter of their collections; and/or ? provide a service or services to a member-based collective, consortium, or alliance of similar organizations; and/or ? serve similar types of user communities such as HBCUs. Competitive proposals will focus on one or more of the following areas: Education and Training ? To provide archival training for working professionals and other stakeholders currently working in HBCU libraries and archives that have insufficient archival training but whose essential job duties require archival activities on a regular basis. Such training should equip working professionals with practical archival tools, skills, and best practices to integrate into their daily work and archival processes at their home institution. ? To provide education and training for HBCU archivists and other stakeholders on current electronic records systems and related tools and best practices for preserving, arranging, processing, and describing these and other born-digital and digitized records collections. ? To create a “traveling archivist” or similar field-service program that will send professional archivists and librarians to provide high quality assistance on-site. Library or archival staff at partnering HBCU repositories will receive practical and affordable 3 recommendations they can undertake to improve collection preservation and access. For example, activities can include a site visit to the participating repository and a survey of their collections followed by specific recommendations made by the traveling or visiting archivist. ? To provide archival education and training programs, in collaboration with community-based archives or other local cultural memory entities, to cultivate a community of practice that can lead to cost-savings and long-term sustainability for HBCU archives. Capacity Building ? To hire consultants to assist archives and libraries at HBCUs to develop basic planning and process documents to enhance eligibility for higher levels of funding. Examples include but are not limited to the development of strategic plans, collection management plans, preservation plans, emergency plans, digital infrastructure plans; sustainability plans, and/or climate action plans. ? To provide direct assistance to HBCUs for the development of strategic plans and assessment documents to increase the capacity to sustain collections long term. Examples include but are not limited to preservation assessment, self-assessment, and/ or conservation assessment. ? To develop or expand existing models for collaboration with community-based archives or consortia that support enhanced discovery, online access to, and expanded research use of HBCU archival collections. ? To assist HBCU archives and their community-based partners in developing programs that leverage their collective professional knowledge, skills, and resources. Preservation and Digitization Preparation Grants ? To purchase or provide essential preservation needs, such as shelving, archival furniture, and related archival equipment or systems for collections management. ? To purchase or provide essential archival rehousing supplies for collections at HBCUs. This includes but is not limited to protective enclosures and archival boxes and shelving. ? To purchase or provide digitization equipment and accompanying training. ** If you have additional ideas for a possible application – whether involving one of the above suggested areas of focus, or another idea that builds the capacity of HBCU archives to care for and provide discovery and access to their collections – we strongly encourage you to get in touch to discuss your plans before drafting or making your application. All applicants are strongly encouraged to take advantage of the opportunity to submit draft materials for additional comment and feedback. (Drafts are due no later than August 15, 2024.) 4 Award Information The Capacity Building for HBCU Archives grant is for one year. Awards may range from $150,000 to $250,000 with the possibility of renewal up to two years. The NHPRC expects to make up to six grants in this category for up to $1,000,000. Applications are due on November 7, 2024. Building Capacity at HBCU Archives Grants begin no earlier than July 1, 2025. Eligibility Eligible applicants: ? US nonprofit organizations including HBCUs, educational institutions serving HBCUs, and/or similar community-based organizations serving HBCUs. ? Colleges, universities, and other academic institutions actively serving HBCUs. ? State or local government agencies. Applications from and collaborations involving Historically Black Colleges and Universities (HBCUs) are strongly encouraged. For a comprehensive list of the Commission’s limitations on funding, please see “What we do and do not fund.” Applications that consist entirely of ineligible activities will not be considered. In order to ensure eligibility, applicants should first review the rules and regulations governing NHPRC grants under the Administering an NHPRC Grant section. Cost Sharing Cost sharing is not a requirement for this program. However, the applicant's financial contribution may be included on the NHPRC Budget form. Cost share may include both direct and indirect expenses, in-kind contributions, non-Federal third-party contributions, and any income earned directly by the project. Indirect costs must be listed under the applicant’s cost sharing contribution. NHPRC grant recipients are not permitted to use grant funds for indirect costs (as indicated in 2 CFR 2600.101). The date shown of 3/28/2025 is the last day that proposals may be submitted subject to the ROSES-24 rules and the current Guidebook for Proposers. The ROSES-25 version of this program element is planned to overlap with this ROSES-24 version by a few weeks, allowing continuous submission of proposals across ROSES years. The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) – 2024 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 14, 2024. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. In most cases, organizations of every type, Government and private, for profit and not-for-profit, domestic and foreign (with some caveats), may submit proposals without restriction on teaming arrangements. Funding Opportunity Description.The U.S. Army Corps of Engineers (USACE) is one of the largest federal providers of outdoor recreation in the country with over 270 million visits annually at over 400 locations across the United States. USACE locations vary in size and description, ranging from small lakes and river projects to massive hydropower and multi-purpose dam sites. Many of these sites contain campgrounds, picnic areas, beaches, visitor centers, trail systems and various other recreation components. In addition, USACE is responsible for the conservation and stewardship of over 12 million acres of lands and waters.This award will be made in compliance 32 CFR Chapter I Subchapter C, DoD Grant and Agreement Regulations (DoDGARS), Title 2 of the CFR, Grants and Agreements, under the authority of 33 USC 2339 (a) codified by Section 213(a) of the Water Resources Development Act of 2000 which states: Conservation and Recreation Management – To further training and educational opportunities at water resources development projects under the jurisdiction of the Secretary (of the Army), the Secretary may enter into cooperative agreements with non-Federal public and non-profit entities for services relating to natural resources conservation or recreation management. Award Information. Type of Award Instrument. USACE intends to award a single Master Cooperative Agreement, (Master Agreement), to one Recipient. The Master Agreement is anticipated to include one (1) 12-month base year and four (4) subsequent optional follow-on years, each optional follow-on year is to be exercised at the discretion of the Government. Individual WOAs will be executed on an as needed basis and will include a base period (up to or less than a 12-month performance period) and may include optional follow-on periods (up to or less than a 12-month performance period), each optional follow-on period to be exercised at the discretion of the Government.Period of Performance. The term of the Master Agreement will be for a 12-month base year and four subsequent follow-on optional years according to the effective date of the Master Agreement, anticipated to be 1 February 2025. WOAs will have project and budget periods (to include a base period and may include optional follow-on periods) that are specific to the requirement and available funding. Estimated Funding. Minimum funding presently available for the Master Agreement base year (via an executed and funded WOA) is $3,000. If subsequent follow-on optional years are exercised, at the discretion of the Government, each follow-on year will have a minimum guaranteed award amount of $3,000 (at some point during that years’ performance period). The minimum award amount means that the Government’s liability for execution of a WOA is limited to $3,000 during each Master Agreement follow-on year. In the event that WOAs executed and funded during the Master Agreement’s follow-on year do not total $3,000, the difference between the total of the funded WOAs for work during the applicable follow-on year and $3,000 will be awarded and funded on a minimum guarantee WOA by which the Recipient may submit a request for payment. The purpose of this notice of funding opportunity (NOFO) is to establish by cooperative agreement a National Center for Community-Based Child Abuse Prevention (Center). The Center will be the Children’s Bureau’s primary provider of training and technical assistance to build the capacity of Community-Based Child Abuse Prevention (CBCAP) recipients, (to include states, tribes, tribal organizations, and migrant programs) and their partners to implement successful strategies that strengthen families and prevent child maltreatment. The key focus of the Center will be to enhance the ability of CBCAP recipients to effectively implement the requirements of the program and support evidence-informed and evidence-based child maltreatment prevention programs and activities. The Center will facilitate CBCAP recipients’ work to plan for and develop a network of interdisciplinary community-based programs and activities that offer a continuum of services and resources that strengthen and support families to prevent child abuse and neglect. The Center will also promote CBCAP recipient efforts to engage individuals with lived expertise in critical decisions related to planning, implementing, and evaluating their CBCAP programs, and foster enhanced linkages between CBCAP recipients and child welfare, as well as other child and family systems to ensure families can access community supports tailored to address their unique needs. The project will have a 60-month project period with five 12-month budget periods.

The Administration for Children and Families (ACF), Office of Community Services (OCS) will solicit applications to award approximately $15.2 million in Community Economic Development (CED) discretionary award funds to Community Development Corporations (CDC) for well-planned, financially viable, and innovative projects to enhance job creation and business development for individuals with low income. CED awards will be made as part of a broader strategy to address objectives such as decreasing dependency on federal programs, chronic unemployment, and community deterioration in urban and rural areas. CED projects are expected to actively recruit individuals with low income to fill the positions created by CED-funded development activities, to assist those individuals in successfully maintaining employment, and to ensure that the businesses and jobs created remain viable for at least one year after the award project period. CED projects can be non-construction or construction projects, however, short-term construction jobs associated with preparing for business startup or expansion are not counted when determining the number of jobs created under the CED program as those jobs are temporary in nature. OCS encourages applicants to target rural and underserved areas in states with current projects.

The Administration for Children and Families (ACF), Office of Community Services (OCS) will solicit applications to award approximately $1.5 million in Community Economic Development (CED) discretionary funds to Community Development Corporations (CDCs) to stimulate new CED project development through administrative capacity building.OCS aims to align this funding opportunity with the following priority areas: (1) Executive Order 14008: Tackling the Climate Crisis at Home and Abroad and the Justice40 Initiative, which underscore funding support for energy communities, (2) increased equity in geographic distribution of CED funds, in accordance with the CED statute, and (3) breaking down service silos and leveraging existing partnerships across OCS programs to reduce poverty through a wraparound services model for communities with low incomes. The objective of the CED Planning Grants is to stimulate new projects in underserved and under resourced communities. The purpose of this NOFO is to establish a cooperative agreement for a National Legal and Judicial Child Welfare Center for Innovation and Advancement (Center). The Center will serve to build the capacity of the State and Tribal Court Improvement Programs (CIPs) and the broader child welfare legal and judicial communities through a variety of technical assistance (TA). The Center will support improving legal and judicial practice at different stages of child welfare, including prevention, reunification, adoption, permanency, and post-permanency. Description

The Administration for Children and Families (ACF) seeks applications for the Temporary Assistance for Needy Families (TANF) Data Collaborative Equity Analysis Awards. Awards are intended to support state, territory, or county TANF agencies in conducting equity-focused analyses of state TANF and other human services data. Equity-focused analyses may examine the fair, just, and impartial treatment of individuals under the management and practices of the TANF program. For example, analyses may assess disparities or disproportionalities across different social groups with respect to benefit levels, referral to specific programs, or sanctioning rates. During the 36-month project period, award recipients will participate in intensive training and technical assistance provided by an ACF-funded contractor as part of the TANF Data Collaborative 2.0 (see description below). The technical assistance will build the capacity of agencies to execute a multi-year project. Award recipient projects will identify relevant equity-focused research questions, and using available data, build data models and visualizations to inform program improvement, particularly as it relates to social equity in TANF, which is defined as the fair and equitable distribution of public services and implementation of public policy.TANF programs aim to address the employment and self-sufficiency needs of TANF recipients and other individuals with low incomes. The existence of federally reported TANF administrative data and TANF agency case management data creates unique opportunities to evaluate equity in multiple stages of the program process, allowing TANF agencies to build evidence on the potential inequities that may exist in their programs for participants. The TANF Data Collaborative Equity Analysis Awards are intended to support participating TANF agencies to:Build data analytic capacity among TANF agency staff through intensive training and technical assistance;Contribute to evidence on the social equity of the TANF program by analyzing TANF administrative data; Encourage innovative approaches to leveraging one or more existing TANF data sources;Demonstrate the potential for improved TANF data quality, use, and governance to benefit improved agency programming and individual and family outcomes.OPRE funded the TANF Data Collaborative (TDC) as part of the TANF Data Innovation contract between 2017 and 2022, which provided training and technical assistance to directly support the learning of pilot sites while generating lessons and materials for others interested in understanding and working with TANF data.
