Report: Surviving the Streets of New York: Experiences of LGBTQ Youth, YMSM, and YWSW Engaged in Survival Sex
The Urban Institute released a report (PDF, 94 pages), supported by OJJDP, on involvement in the juvenile justice, criminal justice, and child welfare systems and youth engaging in survival sex who self-identify as lesbian, gay, bisexual, transgender, or questioning (LGBTQ); young men who have sex with men (YMSM); and young women who have sex with woman (YWSW). The report offers practice and policy recommendations to repurpose law enforcement-based responses to youth engaged in survival sex and services to meet their needs without system involvement.
Report: Recommendations of the LGBT Subcommittee: Advancing the Reform Process for LGBQ/GNCT Youth in the Juvenile Justice System
This report (PDF, 11 pages) summarizes the recommendations of the Lesbian, Gay, Bisexual, Transgender (LGBT) Subcommittee of the Federal Advisory Committee on Juvenile Justice to OJJDP on strategies to advance juvenile justice reform for lesbian, gay, bisexual, questioning/gender nonconforming, transgender (LGBQ/GNCT) youth. The recommendations are grouped into four categories:
- Policy and program development,
- Training and technical assistance,
- Data collection and research, and
- Federal LGBT juvenile justice coordination.

Bringing Youth Preparedness Education to the Forefront: A Literature Review and Recommendations
Recognizing the need for research to evaluate the current state of disaster preparedness education and research regarding youth, the Federal Emergency Management Agency (FEMA) commissioned a review of the literature related to emergency preparedness education for youth. The objectives of this review were to identify research and evaluations of youth education interventions for emergency preparedness and to use the findings to develop recommendations that can be used to assess current programs and to enhance the provision of youth preparedness education programs.

FEMA Youth Preparedness Council
FEMA’s Youth Preparedness Council is comprised of a set of youth leaders who participate in a community preparedness events and voice their opinions, experiences, ideas, solutions, and questions on youth disaster preparedness with the leadership of national organizations working on youth preparedness. This is the first ever FEMA youth-led Council, comprised of 13 members and one chair. The group attended its inaugural meeting in Washington D.C. in August, 2012. FEMA Corps
FEMA Corps is a partnership between FEMA and the AmeriCorps National Civilian Community Corps (NCCC) program. FEMA Corps is a unique, team-based service program that gives 18‐24‐year‐old participants the opportunity to serve communities impacted by disaster while gaining professional development experience.
FEMA Corps members live, work, and travel in dedicated teams and serve for 12 months with an option to extend for a second term. They gain training and experience while providing important support to disaster survivors and communities. They also earn a modest living stipend during their service and receive an education award upon completion of the program.

National Preparedness Directorate
The National Preparedness Directorate (NPD) provides the doctrine, programs and resources to prepare the nation to prevent, protect, mitigate, respond to and recover from disasters while minimizing the loss of lives, infrastructure and property. NPD is responsible for enhancing the nation’s readiness through a comprehensive preparedness cycle of planning, organizing and equipping, training, exercising, evaluating and improvement planning.
National Disaster Recovery Framework
This document describes the national approach to disaster recovery that focuses on unity and collaboration. The core principles of the approach include individual and family empowerment, leadership and local primacy, pre-disaster recovery planning, partnerships and inclusiveness, public information, unity of effort, timeliness and flexibility, resilience and sustainability, and psychological and emotional recovery.
Natural Disaster Preparation
Natural disasters such as flood, fire, earthquake, tornado and windstorm affect thousands of people every year. You should know what your risks are and prepare to protect yourself, your family and community. National Strategy for Youth Preparedness Education: Empowering, Educating, and Building Resilience

It identifies nine key steps, each associated with one or more short- and long-term activities that are critical to fulfilling the vision of a prepared youth community.
Post-Disaster Reunification of Children: A Nationwide Approach
This guide, from the Federal Emergency Management Agency and the Department of Health and Human Services, aims to help organizations and communities to develop new, or enhance existing, reunification elements of emergency preparedness plans, focusing on the reunification of children separated from their parents or legal guardians during disasters.
