21st Century Community Learning Centers
This program supports the creation of community learning centers that provide academic enrichment opportunities for children, particularly students who attend high-poverty and low performing schools. The program: helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.
Race to the Top
This funding stream supports educational success by adopting standards and assessments that prepare students to succeed in college and the workplace and to compete in the global economy; building data systems that measure student growth and success, and inform teachers and principals about how they can improve instruction; recruiting, developing, rewarding, and retaining effective teachers and principals, especially where they are needed most; and turning around our lowest-achieving schools.

Promoting Positive Adolescent Health Behaviors and Outcomes: Thriving in the 21st Century identifies key program factors that can improve health outcomes related to adolescent behavior and provides evidence-based recommendations toward effective implementation of federal programming initiatives. This study explores normative adolescent development, the current landscape of adolescent risk behavior, core components of effective programs focused on optimal health, and recommendations for research, programs, and policies. Neighborhood Networks
HUD created Neighborhood Networks in 1995 to encourage property owners to establish multiservice community learning centers in HUD insured and assisted properties. Neighborhood Networks was one of the first federal initiatives to promote self-sufficiency and help provide computer access to low-income housing communities. Neighborhood Networks centers are alike. With support from innovative public-private partnerships, Neighborhood Networks centers sponsor a range of services and programs. Nearly all centers offer job training and educational opportunities, and many also provide programs that include access to healthcare information and microenterprise development.
National Guard Youth Challenge Program
The mission of the National Guard Youth ChalleNGe Program is to intervene in and reclaim the lives of at-risk youth to produce program graduates with the values, skills, education and self-discipline necessary to succeed as adults.
