Report: Open Doors Report on International Educational Exchange
This report provides information on international students studying at higher education institutions in the U.S. and students from the U.S. studying abroad. Developed by the Institute of International Education, the report shows the number of international students at colleges and universities in the U.S. increased by 7% to a record high of 1,043,839 in the 2015-16 academic year, while U.S. students studying abroad increased by 3% to 313,415 students in the 2014-15 academic year.
Civil Rights Guidance to K-12 Schools on Single-Sex Classes
Guidance from OCR advises schools on how to offer single-sex classes (PDF, 36 pages) while complying with Title IX. Presented in a question-and-answer format, the guidance addresses common scenarios that schools may face when designing single-sex programs.
Report: Delivering Justice
This report (PDF, 44 pages) describes OCR’s efforts during the last year to protect students’ civil rights and increase educational equity. The report includes examples of OCR’s enforcement activities, highlights of notable cases, and the guidance documents OCR released in 2015.
Resource: Combatting Discrimination Against AANHPI and MASSA Students
This policy fact sheet (PDF, 1 page) supports educators and community leaders as they work to protect all students, including Asian American, Native Hawaiian, and Pacific Islander (AANHPI) and Muslim, Arab, Sikh, and South Asian (MASSA) students, from discrimination and to create safe and supportive learning environments.

This Dear Colleague Letter (PDF, 17 pages) emphasizes that students, regardless of their sex, must have equal access to the range of career and technical programs offered. It also provides examples of how schools could fail to comply with these requirement and the actions they could take to remedy any violations.

Report: Securing Equal Educational Opportunity
This annual report (PDF, 44 pages) summarizes OCR’s compliance and enforcement activities in FY 2016. OCR received a record 16,270 complaint filings, resolved 8,625 cases, and initiated 13 proactive compliance reviews.

This guide can help members of the school community better understand Section 504 and assist parents of students with disabilities in ensuring their children secure all the services they are entitled to receive.

This Dear Colleague Letter (PDF, 124 pages) describes restraint and seclusion, and the limits federal civil rights laws impose on the use of these practices by public schools. This resource, and an accompanying question and answer document (PDF, 2 pages), can help schools and school districts understand how the use of restraint and seclusion may result in discrimination against students with disabilities.
Promise Neighborhoods
To address the challenges faced by students living in communities of concentrated poverty, Promise Neighborhoods grantees and their partner organizations will plan to provide services from early learning to college and career, including programs to improve the health, safety, and stability of neighborhoods, and boost family engagement in student learning.

Tribal Justice and Safety
The site features the latest announcements, press releases, speeches and information regarding Department of Justice initiatives in tribal communities. It also provides comprehensive resources available through the Office of Tribal Justice and the Department's grant-making divisions: the Office of Justice Programs, Community Oriented Policing Services and the Office on Violence Against Women. Access to the Department's Combined Tribal Assistance Solicitation (CTAS) is also available on the Web site.
Report: Surviving the Streets of New York: Experiences of LGBTQ Youth, YMSM, and YWSW Engaged in Survival Sex
The Urban Institute released a report (PDF, 94 pages), supported by OJJDP, on involvement in the juvenile justice, criminal justice, and child welfare systems and youth engaging in survival sex who self-identify as lesbian, gay, bisexual, transgender, or questioning (LGBTQ); young men who have sex with men (YMSM); and young women who have sex with woman (YWSW). The report offers practice and policy recommendations to repurpose law enforcement-based responses to youth engaged in survival sex and services to meet their needs without system involvement.
Video: Safeguarding Children of Arrested Parents Training
This training video shows children telling their own stories about how they were affected by the arrest of a parent, and demonstrates the core principles from the Model Policy for Safeguarding Children of Arrested Parents (PDF, 38 pages), illustrating actions law enforcement officers can take to reduce trauma.

These iGuides provide policymakers and practitioners with 10 steps to consider when implementing a program or practice. Organized in to three general categories — Start, Support, and Secure — iGuides offer communities tips and action-oriented recommendations to help identify problems, develop the best solutions, and lay the groundwork for successful implementation.
Resource: Hidden Consequences: The Impact of Incarceration on Dependent Children
This article summarizes the range of risk factors facing children of incarcerated parents. It also cautions against universal policy solutions that seek to address these risk factors but do not take into account the child's unique needs, the child's relationship with the incarcerated parent, and alternative support systems. Correctional practitioners and other service providers can use this resource to better understand how their communication and collaboration can foster a safety net for children and facilitate successful re-entry for the incarcerated parent.
Report: Recommendations of the LGBT Subcommittee: Advancing the Reform Process for LGBQ/GNCT Youth in the Juvenile Justice System
This report (PDF, 11 pages) summarizes the recommendations of the Lesbian, Gay, Bisexual, Transgender (LGBT) Subcommittee of the Federal Advisory Committee on Juvenile Justice to OJJDP on strategies to advance juvenile justice reform for lesbian, gay, bisexual, questioning/gender nonconforming, transgender (LGBQ/GNCT) youth. The recommendations are grouped into four categories:
- Policy and program development,
- Training and technical assistance,
- Data collection and research, and
- Federal LGBT juvenile justice coordination.

This podcast series was produced by the National Center for Mental Health and Juvenile Justice with OJJDP’s School-Justice Partnership Program.
