Identifying and Serving LGBTQ Youth: Case Studies of Runaway and Homeless Youth Program Grantees
This report from the Department of Health and Human Services' Office of the Assistant Secretary for Planning and Evaluation and the Administration for Children and Families (ACF) highlights the findings from case studies of four agencies receiving grants from the ACF Family and Youth Services Bureau’s Runaway and Homeless Youth Program. It includes information on the collection and use of sexual orientation and gender identity data, needs and capacities among LGBTQ runaway and homeless youth, approaches to serving this population, and gaps in research and services for practitioners and policymakers to consider.
SCOTUS Decision Supports LGBT Behavioral Health
This blog post by SAMHSA Administrator Pamela Hyde describes the importance of the Supreme Court’s historic ruling in Obergefell v. Hodges, which states that the Constitution requires LGBT couples be allowed to marry no matter where they live, and marriages performed in one state must be recognized in every state. The post also highlights other steps the federal government has taken this year to improve the health and well-being of LGBT people.
Report: Surviving the Streets of New York: Experiences of LGBTQ Youth, YMSM, and YWSW Engaged in Survival Sex
The Urban Institute released a report (PDF, 94 pages), supported by OJJDP, on involvement in the juvenile justice, criminal justice, and child welfare systems and youth engaging in survival sex who self-identify as lesbian, gay, bisexual, transgender, or questioning (LGBTQ); young men who have sex with men (YMSM); and young women who have sex with woman (YWSW). The report offers practice and policy recommendations to repurpose law enforcement-based responses to youth engaged in survival sex and services to meet their needs without system involvement.
Report: Ending Conversion Therapy: Supporting and Affirming LGBTQ Youth
This report presents research, clinical expertise, and expert consensus on therapeutic practices related to children's and adolescent's sexual orientation and gender identity, and makes the case for eliminating the use of conversion therapy among this population.

Report: Recommendations of the LGBT Subcommittee: Advancing the Reform Process for LGBQ/GNCT Youth in the Juvenile Justice System
This report (PDF, 11 pages) summarizes the recommendations of the Lesbian, Gay, Bisexual, Transgender (LGBT) Subcommittee of the Federal Advisory Committee on Juvenile Justice to OJJDP on strategies to advance juvenile justice reform for lesbian, gay, bisexual, questioning/gender nonconforming, transgender (LGBQ/GNCT) youth. The recommendations are grouped into four categories:
- Policy and program development,
- Training and technical assistance,
- Data collection and research, and
- Federal LGBT juvenile justice coordination.
Reintegration of ExOffenders Program
The Department of Labor's Reintegration of Ex-Offenders (RExO) Program targets court-involved youth, young adults, and adult ex-offenders through a variety of discretionary grant awards. Organizations partner with juvenile and adult justice systems to assist in providing employment and training to this population of individuals who may find it difficult to obtain employment or training without additional assistance. Projects support a comprehensive strategy for serving youth in a local area to which many are returning from juvenile correctional or detention facilities. Both the adult and youthful offender grants serve as demonstration projects for improving communities with high rates of crime and poverty.
YouthBuild
Youthbuild provides an alternative education pathway that encourages youth to obtain a high school diploma or GED, while advancing toward employment while developing leadership skills and serving the community.
Report: Mentoring in Juvenile Treatment Drug Courts
This report provides an overview of a project in which NCJFCJ visited OJJDP-funded mentoring programs at 10 juvenile treatment drug court sites and conducted a focus group to discuss youth’s strengths and challenges.
Resource: Mentoring as a Component of Reentry
This resource (PDF, 45 pages), developed by the National Reentry Resource Center, provides recommendations to help community-based organizations integrate adult mentoring into existing reentry programming. This resource can also help organizations build effective partnerships with correctional agencies, learn about promising practices in adult mentoring, such as peer mentoring, and increase effective data collection and evaluation through stronger collaboration between reentry programs and research partners.

These tools, developed by the National Mentoring Resource Center, can help youth mentoring programs strengthen and support matches, and facilitate positive closure to mentor-mentee matches.
Promise Neighborhoods
To address the challenges faced by students living in communities of concentrated poverty, Promise Neighborhoods grantees and their partner organizations will plan to provide services from early learning to college and career, including programs to improve the health, safety, and stability of neighborhoods, and boost family engagement in student learning.
