Individuals with Disabilities and Others with Access and Functional Needs
The Ad Council and FEMA launched a public service advertisement (PSA) as part of a series of videos that illustrate how people with disabilities can take charge to prepare themselves and their families for emergencies. The new PSA, which will be available on the Ad Council’s and FEMA’s YouTube channels, as well as in the FEMA media library, emphasizes the Ready.gov campaign’s four building blocks of preparedness: Be Informed, Make a Plan, Build a Kit, and Get Involved.

This resource (PDF, 36 pages) provides a summary of the recent online event “YouthACT Transition Truths,” which provided an opportunity for youth with disabilities, as well as allies of the disability community, to virtually share ideas about the strategies and supports that can help young people with disabilities successfully transition to adulthood.
Resource: Youths with Intellectual and Developmental Disabilities in the Juvenile Justice System
This literature review (PDF, 10 pages) summarizes research on intellectual and developmental disabilities of youths who are at risk of or who have come into contact with the juvenile justice system. Professionals working in juvenile justice settings can use this resource to better understand the challenges facing young people. Policymakers can also use the review to inform federal policies that pertain to the treatment of youths with disabilities in the juvenile justice system.
American Red Cross and FEMA: Helping Children Cope with Disaster
This booklet was created to assist parents and caregivers in helping youth cope with disasters and emergencies. The guide also provides information on preparing family emergency plans and discussing these plans with youth.
Guideposts for Success for Youth with Mental Health Needs
The Guideposts for Success are a framework to assist the multiple organizations that need to be involved to meet the needs and improve the transition outcomes of all youth, including youth with disabilities. The guideposts discuss school-based services, career preparation, leadership opportunities, community services, and family involvement supports for youth with mental health needs. These documents were developed by the National Collaborative on Workforce and Disability, which is supported by funds from the Department of Labor.
Mental Health: The First Step to Well Being
This collection of articles from the National Clearinghouse on Families and Youth analyzes some of the most prominent mental health issues facing at-risk youth in order to provide youth workers with insight into the prevention and treatment of mental health challenges. Post-traumatic stress disorder, the risks and uses of psychotropic medications, and postpartum depression in teen mothers are discussed.

Produced by the National Clearinghouse on Families & Youth, this interview with Laurel Kiser, of the University of Maryland’s Family-Informed Trauma Treatment Center, discusses the potential negative effects of anticipatory stress and highlights Strengthening Family Coping Resources, a multi-week program that Kiser and her colleagues facilitate that helps families deal with recurring stressors.
Trauma and the Teen Brain
The National Clearinghouse on Families and Youth conducted an interview that educates readers about the effect that trauma can have on teen brain development. Research suggests that the brains of teens who experience homelessness or abuse can develop differently than the brains of their peers who grow up in safe and supportive homes.

What Promotes Resilience Among Alaska Native Youth?
This article describes the findings of a recent study that looked at the everyday struggles of Alaska Native teens and how they have dealt with these challenges. The authors of the study found that the means through which Alaska Native youth found strength during difficult times, such as helping their families and giving back to their communities, reflect unique cultural values and provide insight into how providers can promote health among this population.
Now Available: Children's Mental Health Awareness Day Webcast
The 2015 Children’s Mental Health Awareness Day national event recorded webcast is now available. The event highlighted the needs of youth and young adults with mental or substance use disorders and their families, while demonstrating how these needs can be best met through integrated care. The event also introduced cutting-edge community strategies for integrating behavioral health care with primary health care, education, and child welfare.
Is it ADHD or Trauma Symptoms?
This podcast describes how children exposed to traumatic events can exhibit symptoms that overlap with ADHD and, in some cases, could result in inaccurate diagnoses. It also provides suggestions for ways to talk about impulsive and disruptive behaviors with school staff and pediatricians to make sure that children receive the services they need.
Child Trauma and its Effects: Implications for Police
This article describes child trauma and the negative impact it can have on development, and the implications this has for police, especially for those working in poor communities of color. The article also suggests police be trained on the high prevalence of severe childhood trauma in such communities, its effects on the developing child, and its impact on adolescent and adult functioning to increase their capacity to address this major public mental health issue.
Behavioral Health Equity Barometer
The “Behavioral Health Equity Barometer” (PDF, 20 pages) report is a one-year snapshot of the state of behavioral health of youth and adults by demographics and insurance status. Highlights of the findings show there are gaps in treatment for some behavioral health conditions among racial/ethnic minority populations and people without health insurance.

This resource equips care providers and administrators with information on caring for people who have experienced trauma or may be at risk for developing trauma stress reactions. It addresses prevention, intervention, and treatment issues and strategies.

IOM Recommendations Reflect Importance of Improving Quality of Behavioral Health Services
As highlighted in a recent blog post by HHS officials, the Institute of Medicine (IOM) released a new report, “Psychosocial Interventions for Mental and Substance Use Disorders.” The report is a result of a collaboration to identify key steps to ensure individuals receiving mental health and substance use services receive evidence-based, high-quality care. It details the reasons for the gap between what is effective and what is currently practiced, and it offers recommendations for how best to address this gap. It proposes a framework to establish standards for psychosocial interventions. The HHS blog post addresses how SAMHSA, ASPE, and other HHS agencies will implement the recommendations in the report.
Improving Attachment Between Mothers and Children
This article describes a recent study on whether new mothers dealing with past trauma would be able to develop an attachment to their babies. If the mothers could develop an attachment, the study examined if addressing the mother’s issue would help with bonding. The results show that all the mothers in the study who were dealing with past trauma had trouble bonding with others and over 75% of the mothers with unresolved trauma had insecurely attached infants. The researchers found that being in the process of dealing with past trauma can help mothers form secure bonds with their children, despite the mothers themselves having difficulty attaching to others around them.
2014 NSDUH Report on Mental and Substance Use Disorders
SAMHSA’s 2014 National Survey on Drug Use and Health report shows progress in reducing substance use, especially among adolescents. However, it also indicates that adolescents are experiencing higher levels of depression than in past years.

This blog post describes the Resource Guide for Reporting on Behavioral Health: How You Talk About It Matters, which provides information to the media about mental illness and substance use disorders. It also includes tips and supporting facts that can help ensure representations of mental illness and substance use disorders are fair, balanced, and accurate.
OJJDP Releases Research on Youth's Mental Health Needs and Long-Term Outcomes after Detention
OJJDP released four research bulletins based on findings from the Northwestern Juvenile Project, which investigates the mental health needs and long-term outcomes of juvenile detainees:
