The Problem-Oriented Guides for Police summarize knowledge about how police can reduce the harm caused by specific crime and disorder problems. They are guides to prevention and to improving the overall response to incidents, not to investigating offenses or handling specific incidents.

This guide, developed by the Center for Problem-Oriented Policing, describes the concept of focused deterrence initiatives (FDI), administering and leading an FDI, and applying focused deterrence to specific crime problems. Police and police departments can use this guide to design and implement local FDIs.

Toolkit: Helping Victims of Mass Violence & Terrorism
This toolkit aims to help communities prepare for and respond to victims of mass violence and terrorism in the most timely, effective, and compassionate manner possible. Professionals who are responsible for planning and responding to incidents of mass violence and terrorism can use this toolkit to develop a victim assistance plan, bring key partners together to develop or continue the use of a plan, and establish and implement victim assistance protocols.
Support for Child Victims and Witnesses of Human Trafficking
This set of graphic novels is now available to help young trafficking survivors, ages 2–18, navigate the justice system as a victim or witness. These resources help youth understand the justice system, their rights, and roles of different practitioners. The Technical Assistance on Transition and the Rehabilitation Act (TATRA) Project offers Parent Information and Training Programs funded by the Rehabilitation Services Administration (RSA) a variety of services to help them achieve their goals. Individualized services for each center are identified in technical assistance plans on an annual basis.
