3 Bold Steps for School Community Change
Based on the lessons learned from the Safe Schools/Healthy Students Initiative, the toolkit cultivates an approach that has left a legacy of success in schools and communities. This toolkit will show you how partnerships with representatives from sectors including education, law enforcement, mental health, juvenile justice, children’s services, families, and faith-based associations can take Three Bold Steps to create positive lasting change among our nation’s students.

Choice Neighborhoods
The Choice Neighborhoods initiative will transform distressed neighborhoods and public and assisted projects into viable and sustainable mixed-income neighborhoods by linking housing improvements with appropriate services, schools, public assets, transportation, and access to jobs. A strong emphasis will be placed on local community planning for access to high-quality educational opportunities, including early childhood education. In addition to public housing authorities, the initiative will involve local governments, non-profits, and for-profit developers in undertaking comprehensive local planning with residents and the community.
Food and Nutrition Service Faith-Based and Community Organizations
This site provides information about programs and grants that faith and community groups are eligible for within FNS, as well as technical assistance for interested organizations.
Promise Neighborhoods
To address the challenges faced by students living in communities of concentrated poverty, Promise Neighborhoods grantees and their partner organizations will plan to provide services from early learning to college and career, including programs to improve the health, safety, and stability of neighborhoods, and boost family engagement in student learning.
Safe Schools/Healthy Students (SS/HS)
The SS/HS Initiative is a unique Federal grant-making program designed to prevent violence and substance abuse among our nation's youth, School, and communities.
The Guide to Community Preventive Services
Conducts intensive reviews to help determine which program and policy interventions have been proven effective, conducted a systematic review of youth development interventions with an impact on adolescent sexual and reproductive health outcomes. The Guide found evidence to recommend interventions that are coordinated with community service to reduce sexual risk behaviors in adolescents.
Youth Advisory Councils
Youth Advisory Councils (YACs) provide ongoing advice and support to school districts on policies and practices that affect students. This webpage provides a detailed overview of Youth Advisory Councils (YACs). It describes the role YACs play in improving the schools and communities they serve, discusses how they can use data to make decisions and create action plans, and outlines the structure of a YAC.
Adventures in Parenting
Based on decades of NICHD research on parenting, this booklet gives parents the tools they need to make their own decisions about successful parenting. The booklet provides real-world examples and stories about how some families include responding, preventing, monitoring, modeling, and mentoring in their own daily parenting activities.
My Brother’s Keeper: A Year Later
On the first anniversary of My Brother’s Keeper, an initiative developed to help close the opportunity gaps faced by young people across the country, this blog post reflects on the progress over the past year and highlights the young people impacted by the program. The post also includes a link to an NPR interview with President Obama and Noah McQueen, a D.C.-area high school student and White House mentee, discussing overcoming challenges and building a successful future.
Neighborhood Networks
HUD created Neighborhood Networks in 1995 to encourage property owners to establish multiservice community learning centers in HUD insured and assisted properties. Neighborhood Networks was one of the first federal initiatives to promote self-sufficiency and help provide computer access to low-income housing communities. Neighborhood Networks centers are alike. With support from innovative public-private partnerships, Neighborhood Networks centers sponsor a range of services and programs. Nearly all centers offer job training and educational opportunities, and many also provide programs that include access to healthcare information and microenterprise development.

Fatherhood Is a Community Value

Resource: The Mentoring Toolkit 2.0: Resources for Developing Programs for Incarcerated Youth
This toolkit, developed by the National Technical Assistance Center for the Education of Neglected or Delinquent Children and Youth, provides information, program descriptions, and links to important resources that can assist juvenile correctional facilities and other organizations with designing effective mentoring programs for neglected and delinquent youth, particularly those who are incarcerated.
4-H Military Partnerships
The National 4-H Headquarters, at USDA has established formal partnerships with Army Child and Youth Services, Air Force Airmen and Family Services, Army Child and Youth Services and Navy Child and Youth Programs to support positive youth development education for youth whose parents are serving in the military.
4-H Afterschool
4-H Afterschool is a special focused effort within the 4-H Youth Development Program that helps 4-H and other youth-serving organizations create and improve after-school programs in urban, suburban, and rural communities across the United States.
21st Century Community Learning Centers
This program supports the creation of community learning centers that provide academic enrichment opportunities for children, particularly students who attend high-poverty and low performing schools. The program: helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.
4-H Youth Development Program
The 4-H Youth Development Program is the only national organization that is federally mandated to conduct positive youth development programs. The program works to improve knowledge and skills of young people (their Heads, Hearts, Hands, and Health) and the quality of life in the communities in which they live.
Administration for Native Americans
The mission of ANA is to promote the goal of self-sufficiency and cultural preservation for Native Americans by providing social and economic development opportunities through financial assistance, training, and technical assistance to eligible Tribes and Native American communities, including American Indians, Alaska Natives, Native Hawaiians, and other Native Pacific Islanders organizations. ANA provides funding for community-based projects that are designed to improve the lives of Native children and families and reduce long-term dependency on public assistance.
Advancing the Self-Sufficiency and Well-Being of At-Risk Youth: A Conceptual Framework
This report explores how programs can help advance the self-sufficiency and well-being of at-risk youth. The research-based framework presented for efforts to help at-risk youth enter a career workforce trajectory is particularly relevant for youth who are or could be served by Administration for Children and Families programs but may also apply to other programs.

CYFERnet is a national network of Land Grant university faculty and county Extension educators working to support community-based educational programs for children, youth, parents and families. It provides program, evaluation and technology assistance for children, youth and family community-based programs and is funded as a joint project of the U.S. Department of Agriculture's NIFA and the Cooperative Extension System
Cooperative Extension System
The CES, administered by over 130 land grant universities and anchored in all 3,150 counties across the country, is a network of academically trained university faculty and staff who provide a broad array of staff training, curriculum, community collaboration building, evaluation, resource development, and other expertise and resources to out-of-school time programs.
Communication Skills Building for Parents of Preteen Girls
The Office on Women's Health developed the new Communication Skills Building program to help community organizations lead discussions with families and caregivers about improving their communication with their preteen and teen daughters. The free materials include facilitators’ guides, online videos, and tip sheets for parents to use with African American and Hispanic communities.
