Key Policy Letters from the Education Secretary and Deputy Secretary
U.S. Secretary of Education Arne Duncan issued a letter to public school districts about LGBT bullying. He specifically states that GSAs are protected under the 1984 Equal Access Act, which protects student-initiated groups.
Office of Safe and Drug-Free Schools
The Office of Safe and Drug-Free Schools (OSDFS) administers, coordinates, and recommends policy for improving quality and excellence of programs and activities related to youth safety and drug prevention.
The Challenge
A principal vehicle by which OSDFS communicates with the field, and provides information on research-based activities, best practices, and other information related to effective drug abuse and violence prevention strategies.
Report: AAPI Bullying Prevention Task Force
This report (PDF, 12 pages) highlights the experiences of AAPI student who face bullying. The data show that students from all AAPI communities experience bullying, often related to limited English proficiency, cultural stereotypes, national origin, and religion/religious attire, and many are not aware of resources that can help.
Report: Student Victimization in U.S. Schools: Results from the 2015 School Crime Supplement to the National Crime Victimization Survey
This report examines student criminal victimization and the characteristics of crime victims and nonvictims. It also provides findings on student reports of the presence of gangs and weapons, and the availability of drugs and alcohol at school, student reports of bullying, and fear and avoidance behaviors of crime victims and nonvictims at school.
National Academies Board on Children, Youth, and Families

PACER Center's Technical Assistance on Transition and the Rehabilitation Act (TATRA) Project

Individualized services for each center are identified in technical assistance plans on an annual basis.
Preventing Mental, Emotional, and Behavioral Disorders Among Young People
Mental health and substance use disorders among children, youth, and young adults are major threats to the health and well-being of younger populations which often carryover into adulthood. The costs of treatment for mental health and addictive disorders, which create an enormous burden on the affected individuals, their families, and society, have stimulated increasing interest in prevention practices that can impede the onset or reduce the severity of the disorders. Prevention practices have emerged in a variety of settings, including programs for selected at-risk populations (such as children and youth in the child welfare system), school-based interventions, interventions in primary care settings, and community services designed to address a broad array of mental health needs and populations. Preventing Mental, Emotional, and Behavioral Disorders Among Young People updates a 1994 Institute of Medicine book, Reducing Risks for Mental Disorders, focusing special attention on the research base and program experience with younger populations that have emerged since that time.
Online Community for Children of Military Families
MilitaryKidsConnect.org, a Department of Defense-sponsored website, features content for children, tweens, and teens of military families. The site provides an online community that allows these young people to support one another while learning coping and resilience-building skills
Promise Neighborhoods
To address the challenges faced by students living in communities of concentrated poverty, Promise Neighborhoods grantees and their partner organizations will plan to provide services from early learning to college and career, including programs to improve the health, safety, and stability of neighborhoods, and boost family engagement in student learning.

The Technical Assistance ALLIANCE for Parent Centers National Center works with the six regional Parent Technical Assistance Centers (PTACs) to provide innovative technical assistance, up-to-date information and high-quality resources and materials to the parent centers.
America's Children: Key National Indicators of Well-Being
Youth Indicators is a statistical compilation of data on the distribution of youth, their family structure, economic factors, school and extracurricular activities, health factors, and other elements that constitute the world of young people between the ages of 0-17 years. This report is created and published by Child Stats, a division of the Federal Interagency Forum on Child and Family Statistics.
Resource: Clearinghouse for Military Family Readiness
This clearinghouse helps providers identify, select, and implement evidence-based programs and practices to address wide-ranging family and mental health issues. The searchable database includes effective and promising intervention programs as well as resources and strategies to ensure the welfare of military families.
National Center for Homeless Education
NCHE is the U.S. Department of Education's technical assistance and information center in the area of homeless education.
Brief: Supporting School Success for Homeless Children of Veterans and Military Service Members
This brief (PDF, 10 pages) provides educators and service providers with information about the educational rights of — and supports available to — children and youth experiencing homelessness. The brief also provides an overview of federal programs that target services specifically to the families of veterans with school-age children.
Resource: Financial Aid for Unaccompanied Homeless Youth
This letter (PDF, 2 pages) highlights new policy changes that will remove barriers homeless youth face when accessing financial aid for college. ED plans to change the 2017-18 Free Application for Federal Student Aid (FASFA) to be more supportive of homeless students and will remove the definition of “youth” to allow for a smoother process for 22 and 23 year old students to determine their independent status.

This resource provides specific criteria and benchmarks for ending unaccompanied youth homelessness. Communities can use this resource to reduce the number of unaccompanied youth experiencing homelessness and build lasting solutions to respond to future needs.

Researchers, school district personnel, and organizations serving homeless youth can use this information in their efforts to better understand and/or serve this population.
A Climate for Academic Success: How School Climate Distinguishes Schools That Are Beating the Achievement Odds
This report, published by WestEd and funded by the Department of Education, describes a study that analyzed data from more than 1,700 public schools in California. The study found that schools that “beat the odds,” meaning their students performed better on standardized tests than predicted on the basis of student demographics, had more positive school climates, thus adding to the growing body of evidence that suggests a relationship between school climate and academic success.
