New Measures to Combat Sexual Violence
This blog post describes the outcomes from the White House Task Force to Protect Students from Sexual Assault and the efforts of the Office for Civil Rights to improve the coordination of ED’s enforcement efforts related to sexual violence. The post also outlines the new regulations that took effect on July 1, 2015, with the implementation of the changes to the Clery Act by the Violence Against Women Reauthorization Act of 2013. These regulations increase transparency and require institutions to make enhanced disclosures regarding disciplinary proceedings and protective measures following sexual crimes, as well as have training programs to inform the campus community about awareness and prevention.
Transgender Students Share School Experiences with ED Officials
ED invited a group of transgender students to speak about their school experiences at a roundtable discussion with Secretary Duncan and senior officials. Students described what makes them feel safe and supported in the learning environment, specifically providing recommendations related to proper bathroom and locker utilization, appropriate name and pronoun use, and the elimination of the school to prison pipeline.

Resource: Guidance to Help Schools Ensure the Civil Rights of Transgender Students
This joint guidance (PDF, 9 pages) provides information to help educators ensure all students, including transgender students, can attend school in an environment free from discrimination based on sex. The guidance also addresses the treatment of students’ gender identity, response to harassment, students’ participation in sex-segregated activities, and students’ privacy.

It highlights critical strategies and best practices, exemplars, and additional resources to support local practitioners’ efforts to develop and implement workforce development programs for young people in their communities.
Report: AAPI Bullying Prevention Task Force
This report (PDF, 12 pages) highlights the experiences of AAPI student who face bullying. The data show that students from all AAPI communities experience bullying, often related to limited English proficiency, cultural stereotypes, national origin, and religion/religious attire, and many are not aware of resources that can help.
Report: Student Victimization in U.S. Schools: Results from the 2015 School Crime Supplement to the National Crime Victimization Survey
This report examines student criminal victimization and the characteristics of crime victims and nonvictims. It also provides findings on student reports of the presence of gangs and weapons, and the availability of drugs and alcohol at school, student reports of bullying, and fear and avoidance behaviors of crime victims and nonvictims at school.
Resource: SITE ASSESS: A Mobile Application for K-12 Schools and School Districts
This free mobile application, developed by the Readiness and Emergency Management for Schools Technical Assistance Center, allows school and school district personnel to walk around school grounds and examine their safety, security, accessibility, and emergency preparedness.
