This toolkit will show you how partnerships with representatives from sectors including education, law enforcement, mental health, juvenile justice, children’s services, families, and faith-based associations can take Three Bold Steps to create positive lasting change among our nation’s students.
Administration for Native Americans
The mission of ANA is to promote the goal of self-sufficiency and cultural preservation for Native Americans by providing social and economic development opportunities through financial assistance, training, and technical assistance to eligible Tribes and Native American communities, including American Indians, Alaska Natives, Native Hawaiians, and other Native Pacific Islanders organizations. ANA provides funding for community-based projects that are designed to improve the lives of Native children and families and reduce long-term dependency on public assistance.

National Child Welfare Resource Center for Tribes
The National Resource Center for Tribes will join the Children's Bureau's Child Welfare Training and Technical Assistance (T&TA) Network which is designed to improve child welfare systems and to support States and Tribes in achieving sustainable, systemic change that results in greater safety, permanency, and well-being for children, youth, and families.
National Community Anti-Drug Institute Primer Series
These primers are aimed at providing guidelines for coalitions navigating the HHS/SAMHSA's Strategic Prevention Framework (SPF). Each primer is designed to stand alone and work with the others in the series. While they primarily focus on the planning process on SAMHSA's SPF, the steps can be applied by any community coalition.
National Clearinghouse on Families and Youth (NCFY)
NCFY is a free information service for Community, organizations, and individuals interested in developing new and effective strategies for supporting young people and their families. Their website includes youth development resources, funding announcements for FYSB's programs, free publications, and a calendar of conferences and trainings.
National Training and Technical Assistance Center for Children's Mental Health
The National Technical Assistance Center for Children's Mental Health serves as a national resource to support and strengthen the capacity of states, territories, tribes and communities to transform their mental health systems to meet the diverse and complex needs of children and adolescents with or at risk for serious emotional disturbances and their families.

This report explores how programs can help advance the self-sufficiency and well-being of at-risk youth. The research-based framework presented for efforts to help at-risk youth enter a career workforce trajectory is particularly relevant for youth who are or could be served by Administration for Children and Families programs but may also apply to other programs.
Communication Skills Building for Parents of Preteen Girls
The Office on Women's Health developed the new Communication Skills Building program to help community organizations lead discussions with families and caregivers about improving their communication with their preteen and teen daughters. The free materials include facilitators’ guides, online videos, and tip sheets for parents to use with African American and Hispanic communities.

The Guide to Community Preventive Services
Conducts intensive reviews to help determine which program and policy interventions have been proven effective, conducted a systematic review of youth development interventions with an impact on adolescent sexual and reproductive health outcomes. The Guide found evidence to recommend interventions that are coordinated with community service to reduce sexual risk behaviors in adolescents.
Synthesis of Research and Resources to Support at-Risk Youth
This report by the Administration for Children and Families (ACF) at the Department of Health and Human Services provides a synthesis of research and existing ACF resources for serving at-risk youth. It describes the body of knowledge on at-risk youth and how at-risk youth are currently being served by programs in and outside of ACF that have been shown to put youth on a path toward self-sufficiency. Based on the review of research and resources, it identifies issues to consider in creating conceptual frameworks for developing and enhancing ACF programs that can or do serve at-risk youth.
