Guidance from the Departments of Education and Justice on Equitable Educational Access for English Learner Students
The Departments of Education and Justice released joint guidance (PDF, 40 pages) reminding states, school districts, and schools of their obligations under federal law to ensure that English learner students have equal access to a high-quality education and the opportunity to achieve their full academic potential. Resources accompanying the guidance include:
- A fact sheet in English (PDF, 4 pages) and in other languages about schools’ obligations under federal law to ensure that English learner students can participate meaningfully and equally in school
- A fact sheet in English (PDF, 2 pages) and in other languages about schools’ obligations under federal law to communicate information to limited English proficient parents in a language they can understand
- A toolkit (PDF, 11 pages) to help school districts identify English learner students, prepared by the Education Department’s Office of English Language Acquisition. This is the first chapter in a series of chapters to help state education agencies and school districts meet their obligations to English learner students

Model Programs Guide
The Model Programs Guide (MPG) is designed to assist practitioners and communities in implementing evidence-based prevention and intervention programs that can make a difference in the lives of children and communities. The MPG database of evidence-based programs covers the entire continuum of youth services from prevention through sanctions to reentry. The MPG is a tool that offers a database of scientifically-proven programs that address a range of issues, including substance abuse, mental health, and education programs.
National Mentoring Resource Center

OJJDP Safe Start Center
The Safe Start communities are funded competitively through OJJDP, and work to coordinate the efforts of service providers in key areas, such as early childhood education, health, child welfare, substance abuse prevention and intervention, domestic violence, law enforcement, and the courts to address the needs of children exposed to violence.
Public/Private Ventures' Evaluation of Faith-Based Programs
This factsheet reports the initial findings of a demonstration project to observe faith-based organizations providing services to at-risk youth. The project hopes to foster better connections between these organizations and other institutions.
PTSD, Trauma, and Comorbid Psychiatric Disorders in Detained Youth
Developed by the Department of Justice as part of the ongoing Beyond Detention series, this bulletin analyzes data from the Northwestern Juvenile project, a longitudinal study of youth detained at the Cook County Juvenile Temporary Detention Center in Chicago. The prevalence of trauma and posttraumatic stress disorder (PTSD) seen among the juveniles studied is discussed, as well as the tendency for PTSD and other psychiatric disorders to co-occur in this population.

This bulletin provides an overview of the Northwestern Juvenile Project, the first large-scale, prospective longitudinal study of drug, alcohol, and psychiatric disorders in a diverse sample of juvenile detainees.
Child Trauma and its Effects: Implications for Police
This article describes child trauma and the negative impact it can have on development, and the implications this has for police, especially for those working in poor communities of color. The article also suggests police be trained on the high prevalence of severe childhood trauma in such communities, its effects on the developing child, and its impact on adolescent and adult functioning to increase their capacity to address this major public mental health issue.
OJJDP Releases Research on Youth's Mental Health Needs and Long-Term Outcomes after Detention
OJJDP released four research bulletins based on findings from the Northwestern Juvenile Project, which investigates the mental health needs and long-term outcomes of juvenile detainees:

The English Learner (EL) Toolkit helps state and local education agencies help ELs by fulfilling their obligations under state law. The Toolkit has 10 chapters, one for each section of the Dear Colleague Letter (PDF, 40 pages) that outlines these obligations, and contains an overview, sample tools, and resources.
