Open Education Week 2015

Predictors of Youth Violence
This Juvenile Justice Bulletin from the OJJDP gives a comprehensive discussion of risk factors for youth violence, including gang membership, across the domains of individual, family, school, peer, and community factors. The Bulletin also gives a brief overview of a study that looked at predictors of violent or serious delinquency by age group and includes a discussion of what the results mean for implementing interventions and appropriately using the identified risk factors.

This tool was developed to help communities assess gang problems and plan strategies to deal with the issue.
Research and Evaluation Projects on Gangs
This resource, developed by the National Institute of Justice, provides process and outcome evaluation results and a discussion of anti-gang and anti-gun-violence programs.
Risk and Protective Factors Data Tool
This strategic planning tool developed by the OJJDP helps communities assess the severity of their gang problems and plan their responses. The tools provided include: a community resource inventory to record community assets such as programs and services; planning and implementation questions to help assess what prevention and intervention programs match with their needs; descriptions of risk factors categorized by age and domain (individual, family, etc.); and a program matrix that lists appropriate programs and their descriptions.
Special Education and the Juvenile Justice System
The Bulletin summarizes the provisions of the Individuals with Disabilities Education Act and analyzes their relevance to the juvenile justice process-from intake and initial interview to institutional placement and secure confinement.
The Impact of Gangs on Communities
This National Youth Gang Center bulletin gives a comprehensive discussion on the effects of gangs within communities and the lifelong effects of this problem. Factors taken into account include demographics of a community, and the impacts gang activity can have on the economic and physical climate of an affected area.
Violence by Gang Members, 1993-2003
This brief from the Bureau of Justice Statistics discusses national crime rates, violent assaults, and the percentage in which a gang or gang member was identified as the perpetrator. Rates of gang violence are given by gender, race, and age.
Why Youth Join Gangs
OJJDP, BJA, and the National Gang Center developed “Why Youth Join Gangs,” an online video that features (a) gang researchers and practitioners providing their perspectives on gang joining and (b) youth sharing their gang experiences. The video highlights risk factors that may play a role in a youth’s decision to join a gang and behaviors that might be observed when interacting with youth at high risk of joining a gang.
Parents’ Guide to Gangs
The National Gang Center published an updated version of the “Parents' Guide to Gangs.” This guide provides parents with answers to common questions about gangs that can help them recognize and prevent their child’s involvement in a gang.

NGC has published a Spanish version of the Parents' Guide to Gangs. This resource is designed to provide parents with answers to common questions about gangs and to help them recognize and prevent gang involvement.
Toolkit: English Learner
The English Learner (EL) Toolkit helps state and local education agencies help ELs by fulfilling their obligations under state law. The Toolkit has 10 chapters, one for each section of the Dear Colleague Letter (PDF, 40 pages) that outlines these obligations, and contains an overview, sample tools, and resources.

Report: Combatting Religious Discrimination Today
This report (PDF, 40 pages) describes the findings from “Combating Religious Discrimination Today,” a community engagement initiative designed to promote religious freedom and challenge religious discrimination. The report provides an overview of what was shared at several roundtables held across the country with diverse stakeholders, including religious leaders, civil rights organizations, and community members.

Communities can utilize these resources in their gang prevention, intervention, and suppression efforts.

This policy brief (PDF, 12 pages), developed by the American Youth Policy Forum, the National Reentry Resource Center, and the Council of State Governments Justice Center, provides information to state and local policymakers as well as education and juvenile justice leaders about how to use requirements under the Every Student Succeeds Act to improve education and workforce outcomes for youth in long-term juvenile justice facilities.
Report: Open Doors Report on International Educational Exchange
This report provides information on international students studying at higher education institutions in the U.S. and students from the U.S. studying abroad. Developed by the Institute of International Education, the report shows the number of international students at colleges and universities in the U.S. increased by 7% to a record high of 1,043,839 in the 2015-16 academic year, while U.S. students studying abroad increased by 3% to 313,415 students in the 2014-15 academic year.
