Description

The Library of Congress will expand the connections between the Library and diverse communities and strengthen the use of Library of Congress digital collections and digital tools. The Library of Congress seeks to award a grant to support the creative and wide-ranging use of Library collections and the connective powers of technology to serve Black, Indigenous, Hispanic or Latino, Asian American and Pacific Islander or other racial and ethnic minority populations within the United States in sharing stories about America’s past, present, and future. Projects funded through this program will use items from across the Library’s digital collections, and may describe, display, and re-mix them, in keeping with copyright and other laws, in whatever ways are most valuable to their own context. For this grant, technology can be used in simple or in complex ways, and successful applicants may develop new technologies or make use of existing platforms, tools, or approaches, such as social media platforms, or multimedia productions. The important factor in a successful project is the connections it enables in communities, and the impact of the project on its creators, users, and audience. DE-FOA-0002977: Notice of Intent Funding Opportunity Announcement No. DE-FOA-0002978, Transitioning Tribal College and Universities to Clean Energy - 2023 This Notice is issued so that interested parties are aware of DOE’s intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. DOE will not respond to questions concerning this Notice. However, once the FOA has been released, DOE will provide an avenue for potential Applicants to submit questions. Through this planned Funding Opportunity Announcement (FOA), the DOE Office of Indian Energy plans to solicit applications from Tribal Colleges and Universities (TCUs) for: (1) clean energy project planning (Area of Interest 1); and, (2) clean energy technology deployment (Area of Interest 2). For purposes of the planned FOA, Tribal Colleges and Universities (TCUs) are defined and eligible based on the Tribally Controlled Community College Assistance Act of 1978 (25 U.S.C. § 1801(a)(4)), and the Higher Education Act of 1965 (20 U.S.C. § 1059), respectively, as follows: “Tribal Colleges and Universities," for purposes of the FOA, mean institutions of higher education which are formally controlled, or have been formally sanctioned, or chartered, by the governing body of an Indian tribe or tribes, except that no more than one such institution shall be recognized with respect to any such tribe; including: Those institutions cited in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (7 U.S.C. 301 note), any other institution that qualifies for funding under the Tribally Controlled Community College Assistance Act of 1978 (25 U.S.C. 1801 et seq.), and Diné College, authorized in the Navajo Community College Assistance Act of 1978, Public Law 95-471, title II (25 U.S.C. 640a note). The DOE Office of Indian Energy envisions awarding multiple financial assistance awards in the form of grants. The estimated period of performance for each award will be approximately from two (2) to four (4) years, including for Area of Interest 2 a 12-month mandatory verification period. Under the planned FOA, DOE’s Office of Indian Energy anticipates making awards that range from $100,000 to $250,000 or from $1,000,000 to $3,000,000, depending on the Area of Interest. The DOE Office of Indian Energy plans to issue the FOA spring of 2023. Description

The Office of Manufacturing and Energy Supply Chains (MESC) and Office of State and Community Energy Programs (SCEP) is issuing this Funding Opportunity Announcement (FOA) to establish new Industrial Assessment Centers (IACs) at community colleges, trade schools, and union training programs, as well as to create new Building Training and Assessment Centers (BTACs) at institutions of higher education, including Tribal colleges and universities. The new IACs and BTACs that will be created with this funding will build upon the demonstrated success of applied learning environments and hands-on training approaches of existing IACs. The IACs also will draw on the unique strengths, geographic reach, and faculty/student composition of trade schools, community colleges, union training programs, and other institutions of higher education. The new IACs will focus on high-quality skilled trades job pathways in fields such as industrial electrician, energy management, renewable energy, and advanced manufacturing, while providing hands-on support to small and medium manufactures. The new BTACs will expand these benefits to commercial and institutional buildings to help lower utility costs and allow companies to reinvest in businesses, employees, and community services. BTACs will train students and workers as engineers, architects, building scientists, building energy permitting and enforcement officials, and building technicians in energy-efficient design and operation. DOE intends that the investments made under this FOA will support the broader government-wide approach to strengthening domestic manufacturing and economic resilience; putting the United States on a path to achieve net-zero emissions economy-wide; empowering workers; fostering safe, healthy, and inclusive workplaces and communities, and developing a diverse workforce well-qualified to build and maintain the country’s energy infrastructure. DE-FOA-0002978: TRANSITIONING TRIBAL COLLEGES AND UNIVERSITIES TO CLEAN ENERGY - 2023 Under this Funding Opportunity Announcement (FOA), the DOE Office of Indian Energy is soliciting applications from Tribal Colleges and Universities for: (1) clean energy project and curriculum planning (Topic Area 1); and (2) clean energy technology and curriculum deployment (Topic Area 2) See Section III.A. of the FOA for eligibility information and Appendix A for definitions. DOE expects to make approximately $15 million in federal funding available for new awards under this FOA. DOE anticipates making approximately 10 to 25 awards under this FOA. Description

Spotlight on Humanities in Higher Education program supports the exploration and development of small projects that would benefit underserved populations through the teaching and study of the humanities at small and medium-sized colleges and universities. NEH invites applications from two- and four-year institutions of higher education, as well as from nonprofit organizations and state, local, or Native American Tribal governments aiming to advance the humanities at these institutions. The program especially aims to benefit community colleges; minority-serving institutions; rural colleges and universities; colleges and universities enrolling a majority of students receiving Pell grants; and institutions that have not received funding from the NEH Division of Education Programs since 2018.
